The formal legal questions of the property of Istrian refugees was solved with the Osimo Agreements. Although Yugoslavia has not yet paid Italy the agreed sum, the latter conceded to give up the former property of the Istrian refugees by signing the Osimo Agreements. Rome is now taking advantage of the negotiations and, in particular, the economic weakness of Slovenia and Croatia, opening the question again, writes Bojan Brezigar in his commentary today.
