December passed in the sign of local elections held on 4 and 18 December, when 1.52 million Slovene voters in 3,700 polling stations chose the mayors of the new municipalities and the councillors to the new municipal and city councils. Parliament passed the 1995 National Budget Memorandum, the Defence Law and the Law on Financing of Municipalities. The Liberal Democratic Party (LDS) and the Christian Democratic Party (SKD), two of the ruling parties, continued their dispute over the new foreign minister, mainly through public letters.
