Manfred Meršnik asks in his article, who is to blame for the bad tourist season? Is it Slovenia, which did not have enough money for promotion, and, in any case, whose promotional concept was poor? Or is it the tourists from abroad who did not actually check out the situation here - that Slovenia is safe and untouched by war? Or should we blame the Slovenian tourists, because their standard of living has fallen so much that many of them are not even thinking about going on holiday? Or are the Istrians to be blamed for offering 50% lower prices to tourists?
