Slovenec: Does Bosnia Need a Constitution'?

Ljubljana, 29 October - Only one thing is evident in the Bosnia-Hercegovina confusion: the nonexistence of a state and a government. Vance's and Owen's proposals of a constitution for Bosnia-Hercegovina can therefore not be called constitutional draftlaws, points out Davor Gjenero in today's Slovenec.
