Ljubljana, 9 May - While the Health Insurance Institute (ZZZS) will only just manage to maintain a budget surplus this year, macroeconomic forecasts suggest that it will create loss in the 2009-2011 period, the ZZZS director for finances Janko Stok told the press on Friday.
