Ljubljana, 17 August - Commenting on the upcoming presidential and provincial election in Afghanistan, daily Delo says on Monday that "free and fair" elections are what the international community likes to hide behind to put the responsibility for troubles on to local population, but the Afghan elections will be neither "free" nor "fair".
