Prebold, 7 September - The Slovenian photovoltaic industry and the Environment and Spatial Planning have found themselves embroiled in a dispute over whether installing solar panels requires a building permit. The problem seems to lie in determining the line where solar panels turn into a solar panel installation that radically changes a building.
