Robert Škrlj, in his comments on the exacerbation of relations between Slovenia and Italy because of the draft of the law on the rights of foreigners to real estate, is of the opinion that the Italian side was in all probabilitly most affected by the fact that in the case of this law being accepted, any possibility of returning Istrian refugees to Istria would be practically frozen, and, in the same way, any kind of financial aid from Italy to the Italian minorities in Istria would be greatly complicated.
