Portorož, 20 October - Foreign investors have a negative opinion of Slovenia due to the non-implementation of the rule of law, high taxes on labour and political instability, Marko Bosnjak of bank Sparkasse told a round table debate on the tax and financial policies held in Portoroz on Thursday.
