jubljana, 26 January (STA) - At its session Friday, the National Council (NC) used a suspensory veto to the 1996 state budget, the National Assembly endorsed a week ago. Despite the fact that the budget is not an item of legislation, but an act of government, the Council decided at the session "to insist on its view that in terms of content and importance the budget has a character of law," and NC members can therefore exercise their veto.***

At its session Friday, the National Council unanimously decided to authorize its political system commission to file a constitutional dispute against the National Assembly standing orders, the move including three items: ignoring suspensory veto, denying NC the right to file amendments to the laws and the legal status of the national budget.
