Salary Policy - "Total Chaos"

The strike wave in non-economy - or, as the prominent daily Delo columnist Boris Jež says, in "work-class aristocracy", that is public service employees - reflects the unsettled salary system in Slovenia. In the past five years of independence, the salary system has never been thoroughly renewed, while several other fields have already been reformed in accordance with the market system mechanisms and new property-relations. Dr. Jože Mencinger, Director of the Law Faculty Institute of Economy, believes that already the first Slovene government made several mistakes in the salary policy. It was a mistake not to introduce an entirely new system, Dr. Mencinger, himself a member of the first government, believes, explaining that this was a cause of the total chaos in this field.
