Večer pessimistic about border arbitration

Maribor, 18 March - Daily Večer reflects on the Slovenia-Croatia dispute over the border arbitration process in Friday's commentary, warning that even if the tribunal determines the border, a harder problem will be implementing the award because international law does not have the concept of enforcement.
