Ljubljana, 18 December - The Ljubljana District Court took so long to decide on an indictment in a case involving public payments to an Armenian healer that some of the alleged criminal acts have become statute-barred and the key suspect, a former state secretary, will not have to answer for dodgy payments, the newspaper Dnevnik reported on Wednesday.
