After Slovenia's Government and the EU Phare programme commission signed a memorandum on border cooperation between Slovenia, Austria and Hungary, Slovene regions appear to have chances to join the Europe of regions sooner than Slovenia would become a country of regions, writes daily Večer on Wednesday. The fact is, writes the commentator, that in the process of capillary cooperation regions provide a unique laboratory for the European integration.
