Competing with Washington as well as Sarajevo over the distribution of Bosnian ambassadorial posts, the European Union won a small victory through "its man" Carlos Westendorp. Despite opposition from Sarajevo and allegedly also from Washington, the decision prevailed that was put forth by UN (and EU) envoy Westendorp and which one Bosnian diplomat has already called "apartheid". Since the proposal was backed by the entire EU, the United States had no alternative but to okay the matter in order to avoid conflicts with European allies. Izetbegović as well had no alternative if he wanted to avoid clashes with the EU and U.S. Still, the victory nevertheless seems to be a poor one, daily Dnevnik writes on Monday.
