The Council of Europe is often called the consciousness of Europe, a designation that goes beyond mere words. True, Strasbourg as yet wields no concrete mechanisms to make its members as well as non-members act in accordance with the high-set principles and declarations adopted by the Council of Europe. Nevertheless, repeating the same principles over and over again designed to separate "normal" from "abnormal" countries can be nothing but useful. Of course, this raises the question whether admittance of countries where human rights are being violated and democracy remains just a word came too early, Maribor's daily Večer writes on Monday, saying both answers are possible.
