Večer: Arms Deals by the Book?

Slovenia's Defence Minister Tit Turnšek has set the following rules to be observed when purchasing arms and other military equipment: after a compulsory invitation for tenders has been published at least three tenders should be collected and considered, priorities should be carefully worked out by experts, while decisions should be in complete agreement with the White Paper as well as with professional reasons and financial situations. Considering this set of rules, it is significant to think of German-Slovene deals worth hundreds of million dollars. According to State Secretary at the Defence Ministry Srečko Kokalj, second-hand military equipment is involved in transactions between Slovenia and Germany; however, it is not clear if the deals have been concluded by the book.
