Kučan: Slovenia Has Two Minorities

President Milan Kučan Tuesday refused to comment talks by Foreign Minister Boris Frlec in Vienna last Friday. In a news conference, he said only the foreign minister reiterated known Slovene positions that "Slovenia is also inhabited by citizens whose mother tongue is not Slovene; these include either German-speaking citizens and those speaking Croatian, Serbian and other languages, who are all granted rights under the article 61 of the constitution, but under its constitutional and legal system, Slovenia only knows two autochtonous ethnic minorities, the Hungarian and the Italian ethnic minorities, whom the constitution grants special rights because of historical reasons" that exceed standards requested by European documents concerning ethnic groups and minorities, Kučan said.
