An international conference has begun in Rome that is to lead up to signing a treaty setting up a permanent international tribunal. Much is still uncertain about the criminal court. The international community cannot agree as to which criminal offences it should try, what rules should apply to it and most of all the extent of its independence, Delo writes on Wednesday.
