Southeastern Europe is a conflict-ridden region pervaded by the astonishing absence of any international order. The international community pretended ignorance first in Croatia and later in Bosnia-Herzegovina until a deadlock was broken by a NATO intervention, which enabled the Dayton peace agreements. While Kosovo is in flame, the West seems to be in a puzzling dilemma: either to leave things as they are and take a risk that the conflict might spread or to intervene, which it neither wants nor believes it is obliged to do, Delo says on Tuesday.
