Ljubljana, 3 September - Boris Yeltsin and Bill Clinton first shook hands in April 1993 in Vancouver, Canada. Over the next five years they held as many as fifteen meetings. None of them was short of fine-sounding phrases, friendly shoulder tapping and American praise for Russia keeping on the reforms.
