Watts Checking SFRY-Successor Positions; Proposed Memorandum Acceptable for Slovenia

International mediator in negotiations for succession to ex-Yugoslavia, Sir Arthur Watts said after Tuesday's talks with the Slovene negotiating delegation headed by Miran Mejak that the talks had made a "good start" of his tour around the successor states. Sir Watts refused to comment the option of international arbitration or even a freeze of succession negotiations in case the October succession "conclave" in Brussels is derailed, saying many things can happen in Brussels. He added the decision on potential arbitration was still far away.
