Relations between Slovenia and Croatia attracted central attention of administrative bodies and the public in October. Without prior assent, Croatian military authorities started emptying Slovenian holiday facilities on the Istrian coast and filling them with Croatian refugees from central Bosnia. Diplomats in Zagreb hastened to make apologies, but the mutual trust between the two countries, which had been on the rise, again reached a lower than desired level.
