Ljubljana, 19 March - The institutions and the policies of the international community are going through the worst political crisis after the war and it has caught hold of both Bosnian entities. The stick-and-carrot system proved successful in Bosnia because of the simple reason that the nations living in there have had a lot of stick but no carrot, a situation they can thank for to their political leaders. Arbitration for Brcko and Poplasen's removal from office are two decisions Western diplomats by no means should have taken at the same time in a region as sensitive as Bosnia, Delo writes Friday.
