Maribor, 27 March - Leaders of the 15 EU nations, gathered for an emergency summit in Berlin, eventually agreed upon Agenda 2000 early on Friday. They fixed the upper limit of the Union's spending by 2006 and agreed how much the richer will pay and how much the poorer will get. The summit ended as some sort of lottery in which the presiding country, Germany, was left without a prize, the Maribor daily Vecer writes in Saturday issues.
