The war could have been avoided. President Milosevic had had innumerable opportunities in the last ten years to solve the Kosovo issue in the interests of Serbia, Montenegro and Yugoslavia, but he had missed them all. He had underestimated the Kosovo problem and therefore the crisis aggravated, Montenegro's President Milo Djukanovic said in an interview for weekly Mladina.
