It is only with the establishment of provinces that the law on encouraging the balanced regional development will be able to start to live ultimately. Not so much for clearer statistics but for the fact that along with the establishment of provinces, the state will have a firmer interlocutor that will be able to advocate the development needs of a particular region more efficiently and, above all, will work its way through the bureaucratic traps with less troubles than the individuals or smaller municipalities, Primorske novice writes on Friday, regretting that the way to the provinces will be rather lengthy as first there is the process of amending the constitution, after which an agreement must be reached regarding the kind and the number of provinces.
