The National Assembly Commission for Standing Orders precisely defined the procedure of the first reading of a proposed law in the parliament. The Commission decided that during the preparation of a proposed law for the second reading, the government (or the proposer of the law) should faithfully observe the views and decisions adopted by the National Assembly during the first reading of the law.
