Ljubljana, 29 January - The parliament again failed to adopt a bill on the two-round majority electroal system, but it finally passed the long-awaited insurance act. Premier Janez Drnovsek officially proposed Dimitrij Rupel, Slovenia's ambassador in Washington, for foreign minister. Rupel was backed by the parliamentary foreign relations' committee and is expected to be appointed next week.
