Rules of Procedure are Not Clear, Says Dr Miro Cerar

Dr Miro Cerar of the Ljubljana Faculty of Law told STA on Wednesday that the case of allegedly disputable repeated vote on the list of ministerial candidates taken in parliament on Tuesday night was by no means simple, as the rules of procedure on voting and the authorities of the parliamentary electoral commission were not clear. Even if the commission had overstepped the usual frame of activities, this can be justified by the lack of clear rules on the matter. The only thing the commission could have done is to have asked the MPs on their opinion on a repeated vote.
