Ljubljana, 27 June - Once cynical butcher of the Balkans, Slobodan Milosevic, who was ironically arrested on the Fools' Day, has been an item of trade between the West and the new Yugoslav rulers. The negotiations have now obviously come to an end, although Serbs needed some hint on what decision to make, a Ljubljana-based daily writes on Wednesday.
