Ljubljana, 7 September - Changes to the act on public finance wihch were adopted yesterday are a document urging the government to swiftly adopt two one-year budgets (which is good in principle), at the same time giving it a great deal of room to change an already passed 2003 budget throughout the year. Taking Slovenia's specific situation into account, this only means more expenditure and, accordingly, blown-up sources of funding, or even a major deficit, the daily Delo writes on Friday.
