Foreign Ministers Begin Talks on EU Reform
Rome, 4 October - Foreign ministers from the EU and acceding countries started the first substantial negotiations about the EU reform on Saturday afternoon in Rome as part of the intergovernmental conference. The first consensus on the draft constitutional treaty was reached to serve as a basis for negotiations. The ministers decided that a special legislative council of the EU would not be necessary, so different sector formations of the EU council would perform this function.
