Ljubljana, 18 July - DELO: (July 19) - There is no place left in this country, where federal institutions can operate by general consensus. Hence, Belgrade is no longer a revived capital of the federal state but rather, its last retreat; its political asylum. The Collective Presidency of SFRY can make its various resolutions, as it likes and as much as it likes, but it can no longer expect that these resolutions will be respected by anyone. The Federal Presidency as it exists today, is more or less the presidency of Serbs, Croats and Slovenes. So long as these nations themselves do not agree about things for which they went to war, the meddling of an imaginary federal mediator does more harm than good. Especially so, if this mediator acts under the shadow of the army. This means that separate negotiations between Yugoslav nations are necessary and forming of coalitions between them unavoidable, writes Miran Lesjak in his introducing commentary.
