Rupel presents proposal for negotiations between Slovenia and Yugoslavia
Ljubljana, 31 July - The foreign minister of the Republic of Slovenia, Mr. Dimitrij Rupel has, at this afternoon's press conference, introduced the proposal of the points of reference for negotiations between Slovenia and Yugoslavia in consideration of the role of European Community. Slovenia has prepared these proposals because it wishes to have a constructive and cooperative attitude towards Yugoslavia as well as European Community but it can not renounce the strategy for attainment of its independence. The Slovene objective in this is to take the greatest advantage of its geopolitical location and its place between the Western Europe, on the one side and the Balkans, on the other. During negotiations, Slovenia will be relying on its right of self-determination, including separation, which is not only stipulated by the Constitution of SFRY but also by numerous international treaties, resolutions and statements from the European and other nations.
