The Federal Executive Council did not know about the Yugoslav Army's Movements
Ljubljana, 21 September - At yesterday's meeting of the federal government, Admiral Stane Brovet stated that he, with the federal presidency not functioning, the Federal Secretariat for National Defense as Headquarters of the High Command, ordered the movement of Yugoslav army units with the intention of liberating the blocked units in Croatia. In the federal government's public announcements it was also noted that again, as in the case of Slovenia, they didn't decide upon the use of armed forces as yet, as this is not in their authority. The federal government found out about the military movements towards Croatia through information from Tanjug.
