The letter of Ante Markovič to Slobodan Milošević

Belgrade, 30 September - The President of the Federal Executive Council, Ante Marković, sent an open letter to Serbian president Slobodan Milošević, in which he expresses his great worry concerning information about partial mobilization occurring in Serbia. He also reminded him that according to article 316, of the SFRY Constitution, it is only the Presidency of Yugoslavia who can order general or partial mobilization.
