A circular to the Ministers of Exterior of the members of the European Conference on Security and Cooperation

Ljubljana, 3 October - 1. The Government of the Republic of Slovenia notes that the validity of the moratorium agreed under the Brioni Declaration expires on October 7, 1991 and the validity of the Memorandum of understanding on the work of the monitoring mission of the European Community and the mandate of that mission expires on October 13, 1991. We wish to inform you that, on expiry of the validity of the understanding mentioned, the Republic of SLovenia will continue the process of achieving independence, including full economic sovereignty and international recognition. At the same time it will continue its efforts to achieve long term peace and stability on the territory of Yugoslavia and negotiations intended to lead to agreed dissolution, to a division of accounts and a solution to all questions in connection with the legal inheritance of the Socialist Federative Republic of Yugoslavia.
