The Presidency of the SFRY took over the functions of the Federal Parliament

Ljubljana, 3 October - At today's session of the Yugoslav Collective Presidency, attended by only four members from Serbia and Montenegro, the rest of the members being absent, in conjunction with the highest representatives of the Yugoslav Army, they took over the functions of the federal authorities. The Presidency assessed that Yugoslavia is in a state of war and that the Presidency should act accordingly. Thus a resolution is to be passed if the majority of the members of the Presidency present at the session votes "aye". The member of the Presidency from Slovenia, dr. Janez Drnovšek, was declared to have no right to act as the highest in command of the Army, after it has withdrawn from Slovenia. The Presidency did not discuss the role of the Federal Government in the state of war.
