FM Pessimistic as Constitution Treaty Negotiations Restart

Brussels, 17 May - Foreign Minister Dimitrij Rupel expressed considerable pessimism as inter-governmental negotiations on the EU's constitutional treaty restarted Monday. "I sense complications and problems," he told the press after the EU's foreign ministers held a preliminary round of talks in Brussels.
