First Round of Talks at EU Summit Completed, Slovenia Not Pleased
Brussels, 17 June - Heads of governments from the 25 EU member states on Thursday wrapped up the first round of negotiations on the constitutional treaty. According to diplomatic sources, no final agreement was reached and differences still remain on two major issues - the definition of the double majority and the composition of the European Commission.
