The EEC peace plan - a suggestion for sanctions

Brussels, 31 October - The Commission of the European Community prepared a package of sanctions against Yugoslavia, viz. those republics that are not willing to back their peace plan. The package will be presented at the session of the Foreign Ministers of the Twelve. It seems that two types of measures are being considered. General measures, presuming a total freeze on the relations with all of Yugoslavia, plus additional measures in the interests of those republics, that will endorse the peace plan. The measures will be effected without the formal recognition of Slovenia and Croatia. The European Community also established a timetable for the implementation of the measures, being mostly directed against Serbia. A clear-cut answer will be sought from all the republics regarding the peace plan at the next convention of the Peace Conference in The Hague to be held on Monday, November 5. After considering the answers the Twelve will decide on the implementation of the sanctions on November 7. and 8. in Rome at the occasion of the meeting of the Atlantic Treaty.
