EC preparing sanctions
Ljubljana, 4 November - Foreign ministers of EC member states are meeting today in Bruxelles to endorse a plan for economic sanctions which would come into effect if the EC peace efforts fail at tomorrows conference in The Hague. The European committee handed the ministers a detailed letter stating a large choice of possible sanctions of various scope: the annulment of cooperation accords, an oil embargo, and a general postponement of commercial ties. An unnamed representative of the EC said that the ministers should form a short list of sanctions, which could be put into effect immediately, if tomorrow Serbia continues to refuse the EC peace plan. Some diplomats maintain the even severe sanctions, as an oil embargo, would have no more than a symbolic effect, regarding all the damage done by the war. An oil embargo should also be respected by Rumania, China, and the Soviet Union.
