Ljubljana, 22 March - France Arhar, the former central bank governor, labelled as a bad signal the reform of the EU's stability and growth pact agreed on Sunday. He said the loosening of the fiscal criteria can have negative consequences. Meanwhile, Ivan Ribnikar, a member of the board of governors, believes that the reform is good.
