Clark: the Council of Europe is the waiting-room of the European Community

Membership in the European Council is a kind of "waiting-room" for countries hoping to enter the EC, emphasized the vice-president of the European Parliament, Sir Jack Stewart Clark today in discussions held with the delegation of the Committee for International Relations of the National Assembly, led by Mr Zoran Thaler.
