VIENNA, Austria - Slovenian FM Dimitrij Rupel is to attend a meeting of the OSCE troika upon Belgium's taking over OSCE presidency on 1 January. Rupel, Belgium's Karl De Gucht and Miguel Angel Moratinos of Spain are to speak to the press at 12:30 PM.

VIENNA, Austria - Interior Minister Dragutin Mate and Justice Minister Lovro Sturm are to attend a two-day informal meeting of EU justice and interior affairs ministers to discuss asylum procedures and effects of rulings of the Court of Justice of the European Communities.

VIENNA, Austria - The Austrian Chancellor's Office is to host a meeting at 5 PM in a bid to break the deadlock in the erection of new bilingual place signs in the province of Carinthia. Chancellor Wolfgang Schuessel has invited 12 mayors from the province.

SEZANA - The 5th congress of volunteers is to get under way at 11 AM under the motto "Values and the Value of Voluntarism Today", to be attended also by President Janez Drnovsek.

KRSKO - The Association of Slovenian Environmental NGOs is to stage a panel on nuclear waste, comparing the cases of Slovenia and France; at 7 PM.

LJUBLJANA - Slovenian Car of the Year as selected by newspaper readers and radio listeners for the 14th year in a row is to be announced at a special ceremony at 5 PM.
