Ljubljana, 28 August - Slovenian power utility HSE on Tuesday signed a contract on the acquisition of 100% of Bulgarian thermal power plant Rousse, closing a procedure that started with the submission of a bid to Bulgaria's Privatisation Agency in August 2006.
