Luxembourg, 15 October - The Western Balkans will dominate the agenda as EU foreign ministers, among them Slovenia's Dimitrij Rupel, meet in Luxembourg on Monday. State Secretary for European Affairs Janez Lenarcic will meanwhile take part in discussions on the reform treaty.
