Maribor, 21 May - Commenting on National Assembly's decision to pass the controversial penal code after it was vetoed by the upper house, Vecer says on Wednesday that Justice Minister Lovro Sturm's four-year term will be remembered for having introduced a stricter penal policy without empirically proving this was necessary.
