Ljubljana, 28 November - The decision of Prime Minister Borut Pahor to name former Foreign Minister Dimitrij Rupel his special envoy and adviser for foreign affairs has raised questions about who will really be in charge of Slovenia's foreign policy and about the prudence of this move in general.
